Partners

One Team Partners Overview 
 
A One Team Partner is a business, non-profits, faith-based or government organization that has entered into a formal arrangement to support HMC-1 students, teachers, and/or administrators through services and resources. The major difference in Partners and Volunteers is:
 
●      Partnership services are only provided by a MOU or Contract in the district.
 
o   The Board, superintendent, principal or designee may decline or terminate the services of a partner for any legal reason. 
o   Building principals or designees are responsible for ensuring the agreed services are performed.
 
●      Partners provide support services and are sometimes substitutes for district staff. 
 
o   Partners do not always work under the direction and supervision of district and building staff. 
o   Partners staff members who are left alone with a student.
o   Partners staff members must complete the same background check as all other district employees.
 
 
Definitions
 
Community Partner: An organization that provides services, programming or both to schools at no cost to the school or the district.   
 
Partner in Education (Academic Services Contractor): An organization that provides services, programming or both to schools in exchange for a monetary or in-kind cost to a school or the district. 
  
 
Partner Requirements
 
A One Team Partner is defined as meeting the following requirements:
 
●      Has an officially documented business, nonprofit, or government organization.
●      Has an established service or program that benefits students, staff or families.
●      Has a signed Memorandum of Understanding (MOU) or Contract with HMC-1.
●      Has staff or volunteers who have completed the Missouri Automated Criminal History (MACHS) background check. 
 
 
 
 
 
Partner Expectations 
 
Please help keep our program running smoothly by following these guidelines:
 
●      Sign in at the office when you arrive at school. 
●      Wear your volunteer badge from Raptor check-in
●      Follow all rules outlined by the MOU or contract
●      Sign out on Raptor at the office when you leave
 
 
Partner Background Checks
 
If the district partners or contracts with an entity to provide services to students, the district may include in the contract a requirement of a criminal background check. In general, partners are responsible for the cost of the criminal background check for members of their organization. However, when an applicant has had a background check conducted by another Missouri public school within the past year and the district receives a copy of the background check directly from the other district or obtains electronic access to the previous background check, the district will not require an additional background check as a condition of partnership unless the district pays the cost, in accordance with law. In cases where the district requires independent contractors to conduct criminal background checks, payment for the background checks will be determined by the contract.
 
The district reserves the right to require any partner to submit to additional criminal background checks at any time.
The district may decline to utilize the services of volunteers or contractors who refuse to participate.
 
 
Background Check Notification
 
As a condition of partners and contractors within the district, all staff members must notify the district if they are charged, convicted, plead guilty to or are otherwise found guilty of any misdemeanor or felony, regardless of the imposition of sentence. This notification must be made as soon as possible, but no later than five business days after the event, and is in addition to any reporting requirement established by law.
 
 
Background Check Confidentiality
 
Information received by the district pursuant to a criminal background check is confidential. Except as allowed by law, the district will use this information only for the district's internal purposes in determining the suitability of a partner or contractor on district property. The district will keep this information in a location that is accessible only to persons who need to know the information to carry out their responsibilities with the district. Any person submitting to a criminal background check may receive a copy of the background check information received by the district during the time period the district has access to the information.
 
 
Background Check Consequences
 
A person whose background check reveals behavior that would make the person unsuitable to partner or contract in the district will not be allowed to partner. 
 
 
Process for Collecting and Maintaining Partners Applications and Background Checks:
 
This process ensures that community partners are properly vetted, formalized, and aligned with the district's goals. Here's a breakdown of the steps:
 
1.            Fill Out One Team Partner & Donor Interest Form
Interested organizations fill out a One Team Partner interest form to express their desire to partner with HMC-1.
 
2.            Communications and Community Engagement Team Member Review 
A team member from the Communications and Community Engagement department reviews the submitted interest form to assess the nature of the partnership.
 
3.            Director of Communications and Community Engagement Responsibilities
Partner will Meet with the Director of CCE and the Division/Department/Individual likely to oversee the partnership. The Director of CCE collaborates with the potential partner to discuss the interest form, identify partnership opportunities, and plan the next steps.
 
4.            Partnering organization will complete a formal Memorandum of Understanding (MOU)
The partnering organization is required to draft an MOU, either in their organizational format or using an HMC-1 provided sample. This MOU outlines the terms and objectives of the partnership.
 
5.            Upon approval, the MOU will be routed for signatures
The MOU goes through an approval process involving legal review and the Executive Leadership Team before reaching the Superintendent for final approval and signature.
 
6.            Once signed by the Superintendent
After approval, the signed MOU is shared with the partnering organization. They receive instructions for commencing services with HMC-1 and are informed of a date when the MOU will be presented and recognized at an HMC-1 Board of Directors meeting.
 
7.            Partnership will proceed according to the MOU
The partnership operates according to the terms specified in the MOU. It may include provisions for an annual review and re-registration, depending on the agreement's length and specifics.
 
8.            All individual volunteers working with a Partner must complete a yearly Background Check
To ensure the safety of students, individual volunteers associated with the partner organization must undergo a MACHS background check before working with students in HMC-1 schools.
