Every Child a Reader Literacy Plan

Every child deserves the opportunity to read with confidence, think critically, and build a future filled with possibilities. At Hickman Mills C-1 School District, that belief is driving a districtwide movement to ensure every student becomes a highly literate learner.
Throughout the summer, HMC-1 educators, school leaders, families, community partners, and nationally recognized literacy experts came together to create the district's new Every Child a Reader – Literacy for Their Lives plan. During a three-day Literacy Transformation Strategic Planning Session held on June 10, 15, and 16, more than 70 participants worked side by side to develop a shared vision to improve literacy outcomes for every student.
Rather than focusing solely on test scores, the district's literacy initiative is built on a much bigger goal: preparing students for success in school, careers, and life. Literacy is the foundation for learning in every subject. It empowers students to solve problems, communicate effectively, advocate for themselves, and pursue their dreams.
"Every child in Hickman Mills C-1 deserves to walk out of our schools not just able to read, but equipped to use literacy as a tool for life," said Dennis L. Carpenter, Ed.D., superintendent of schools. "When students become strong readers, they gain the confidence and knowledge to unlock opportunities that will impact them for the rest of their lives."
Throughout the planning process, participants identified barriers that prevent some students from reaching their full potential and developed practical, research-based solutions grounded in the Science of Reading. The result is a comprehensive literacy plan centered on daily reading, writing, speaking, listening, and knowledge-building across all grade levels and subject areas.
The district's work does not end with the completion of the plan. Throughout the summer, curriculum leaders and teachers continued to develop lessons, instructional resources, and professional learning to ensure that students experience engaging, meaningful literacy instruction from the first day of school.
The Every Child a Reader initiative focuses on five key priorities:
- Curriculum and Instruction: Students will read, write, speak, listen, and engage with complex ideas every day across all content areas.
- Student Engagement: Classrooms will provide authentic learning experiences, meaningful feedback, and opportunities that encourage students to become active, confident learners.
- Professional Learning: Teachers and school leaders will participate in ongoing training focused on evidence-based literacy instruction and student achievement.
- Family and Community Partnerships: Families and community partners will play an active role in supporting literacy both inside and outside the classroom.
- Leadership and Accountability: District leaders will monitor progress, provide support, and ensure every school is working toward shared literacy goals.
The district's vision is ambitious because the stakes are high. HMC-1 believes every student should be held in the highest regard as a literacy learner, with their unique strengths recognized and nurtured. By teaching with urgency, building on students' abilities, and working together as one community, the district is committed to helping every child become a proficient reader.
Literacy is more than an academic skill. It is a pathway to opportunity, independence, and lifelong success. Through Every Child a Reader, HMC-1 is making a promise to students and families that literacy will remain a districtwide priority, because every child deserves the opportunity to discover, achieve, and thrive.
