The Department of Business Services manages and oversees the district's finances to ensure financial stability, equitable spending, and compliance with district policies, as well as the Department of Elementary and Secondary Education and the State of Missouri. The department is vital in ensuring the smooth functioning of the district's budget, payroll and benefits, accounts payable and receivables, purchasing, and federal program.
 
Roles and Responsibilities
 
Financial Management: Develop and maintain the district's budget, ensuring financial stability and responsible fiscal planning. Monitor revenues and expenditures to make informed financial decisions and provide regular reports to district administrators and the Board of Education.
 
Equitable Spending: Implement policies and procedures that promote equitable distribution of funds across schools and departments within the district. Work closely with school principals and administrators to allocate resources effectively, taking into account the unique needs of each school.
 
Compliance Oversight: Ensure strict adherence to district policies, as well as regulations set forth by the Department of Elementary and Secondary Education and the State of Missouri. Monitor and implement changes in financial reporting requirements to maintain compliance.
 
Payroll and Benefits Administration: Oversee accurate and timely processing of employee payroll, ensuring compliance with labor laws, collective bargaining agreements, and district policies. Manage employee benefits programs, including health insurance, retirement plans, and other fringe benefits.
 
Accounts Payable and Receivables: Supervise the processing of accounts payable, ensuring timely payment to vendors and service providers. Manage accounts receivables and facilitate timely collections to maintain healthy cash flow for the district.
 
Purchasing and Procurement: Manage the district's procurement process to obtain goods and services needed for educational programs and operational needs. Implement competitive bidding processes, negotiate contracts, and ensure compliance with procurement policies.
 
Federal Program Management: Oversee the financial aspects of federally funded programs, ensuring proper allocation of funds and adherence to grant requirements. Coordinate with program managers to provide necessary financial data for grant applications and reporting.
 
Financial Reporting: Prepare and present comprehensive financial reports to district stakeholders, including the Board of Education, superintendent, and other administrators. Communicate financial information in a clear and understandable manner to support informed decision-making.
 
Inventory: District property receives distribution making sure everything is tagged correctly and surplus. 
 
Internal Controls and Audits: Establish and maintain robust internal controls to safeguard district assets and prevent fraud or financial mismanagement. Facilitate internal and external audits, ensuring compliance with auditing standards and timely resolution of audit findings.
 
Financial Planning and Forecasting: Collaborate with district leadership to develop long-term financial plans and forecasts. Provide insights and recommendations based on financial data analysis to support strategic planning and resource allocation.
 
Training and Support: Provide training and support to district staff on financial policies, procedures, and systems. Foster a culture of financial accountability and transparency across the district.
